When I am in Windows Explorer, and right click on my C: drive and go down to Properties and click it and it shows me my disk space then it was the tabs, what is the "Quota" tab? It is currently disabled, what is it used for and should I turn it on?

Quotas are used when you have mulitple users. When you use quotas, you can allocate your HD to your users a certain amount of space. If the user tries to go over the quota amount, the user is flagged with a warning.
I'm guessing you have Win2K or XP Pro on your machine?

Basically yeah. If you want to keep another family member from hogging the HD you can turn on quotas for that user.
Usually quotas are used on servers.

Yah ,and that's an NTFS quirk there, hehe bu you can do that in XP also.
