IE 6 SP1 security is only 56 bit?????

I just set up a new comp and dl'ed ie6 SP1 and the cipher strength is only 56 bit. How do I increase it to 128 so's I can do my banking?

According to this page (http://www.microsoft.com/windows/ie/downloads/recommended/128bit/default.asp), the high encryption pack should already be included.
