I recently installed Norton Personal Firewall. It screwed things up, so I uninstalled it. Then I was installing Panda Antivirus and my computer crashed, causing the first reboot since I had uninstalled NPF. Now I can only run .exe files by opening a file associated with it, or by opening a file with a selected program. Anyone dealt with this before? Reformatting isn't an option right now.

Is there an error message when you try to launch an exe? The only quick fix I can think of is installing windows on top of itself, which is a last-resort type of option.
You also might want to check and see if this is true. If it's not, don't do anything yet, I just want to check, its a possibility.
Launch Registry Editor (Start>Run>regedit>Ok)
Browse to this folder/key:
My Computer\HKEY_CLASSES_ROOT\.exe
click on that folder/key
See if it has Content Type listed as application/x-msdownload
If it isn't, let me know what it IS set to. You might need to change it to what is listed above.

I can't open regedit, Matty. I can't even open it by opening a file associated with it because it just adds the file to the registry instead of opening.

I think you are going to have to reinstall windows on top of itself then, if reformatting isn't an option. Also, try using the repair option in the windows setup.
