What in the actor cog would I modify to make it shoot faster?

It's not in the cog. Open up the actors ai and look for a line like this one.

PrimaryFire 1500.0, 0.6, 0.15, 0.00, 0.0, 200.0, 0.0, 1.00, 0.00, 0.00

The first part, "1500.0" is the time between shots. Just lower that number.
