There seems to be a 'no-actor' zone or something in my level. I had a vornskr that was supposed to spawn on cog command in a room, but it didn't. Alright, no worries, I thought, I'll just place him there in JED and see if the old feller works.

...well it didn't. No matter WHAT I do, I can't get a default vornskr to appear in an area of my level. What do I do?
