When I was cleaving a set of stiars into my level, I noticed that a surface wasn't showing up on the railing of the stairs. the Consistency and Resource Checker say everything is cool save one Thing thats not in a sector, which is no where nere the problem surface. I know its not the +GEO because there is nothing on the other side of the surface. And sorry I don't have a pic for viewing but I don't want to gob the level yet and I don't have a program that takes a snapshot of my Desktop. Anyone know where I can get a program like that?

It's called "Print Screen". Hit that Print Screen button on your keyboard and hit paste in a imag editor.

this happens for example when your level is modified by a plugin. jed does not automaticly update the 3d-preview.
i don't know what you did exactely but you should be able to fix that problem this way:

--open the options menu of the 3d-preview.
then close it by a click on OK.
now the 3d-preview should be refreshed.---

if that doesn't work, i have no idea.

I did what Creature said he does. I just cleave right above the surface and it showed up.
