You have to open it with any program, at example wit JED (import) and resize it. then export it again.

Hit F9 in Jed to rescale sectors.

even when i scale it, with - before the numbers, it gets only bigger.

to make it smaller, the scale size must be less than one - 1/2 the size is a scale factor of .5 etc
