Im worried that when it comes to releasing our level, it wont be accepted because of so-called "legal issues".
Tell me which (if any) are illegal:

-Downloading wav files from an official web site and bunging them in your level/mod

-Asking permission to use the wav files in a game, then dload wav files from an official web site and bunging them in your level/mod

-Recording sounds directly off of TV and converting into wav files and bunging them in your level/mod

Do I have to come up with a list of all sites that my wav files came from just to prove I didnt get illegal copies.
And is it the same with mats as well?

If you download wavs from a legal official site and use them it will be legal unless the site actually tells you not to use them. If you check with the site it'll definately be legal.

I don't think recording off the TV would be legal though.

It is illegal to use sounds from tv, movies, other games, or any other copyrighted soruces.
