I'm trying to make a new mat. I save it and try to open it in matmaster but matmaster says that the file isnt saved in 256 color. I'm using the Wally editor and I cant find anywhere how to save it as 256 color. How can I save a bmp in 256 color, Would I have to use Windows Paint?

I'm not familiar with Wally, but if it's like other programs you should look under the options in 'Save As...'

I have used Wally before. (Mostly for Half Life logos), and I'd suggest getting Adobe Photoshop. Anyways, you might want to use a program to convert a .MAT to .BMP and paste over the .BMP. It usually works. That way it's 256. Or, you could just use MAT16 and use 16 bit MATs.

What is Wally? If it's free, complete, and uses BMP's, where can I get it?

Anyway, about your problem.
I don't know about Wally, but in MS Paint, when you save,there is a pull bar right below the place where you give the file a name. You select 256 color BMP.

Wally is a free texture making program. Yes it does support bmp files. I've been messing with it a little lately and its got some usefull tools. I can't seem to find the link to it right now. I'll have to get back to you.
