Um....I am wondering, is it possible, in JK to make a surface that shows what a ghost thing (camera) is seeing without having to use a console to see whats happening?

No. The closest you could do is play your level and take a screenshot while looking through the camera. Then turn that screenshot into a mat. The only problem is it will be static and not truely show you what is in front of the camera (if another player is there or something).
