How can I make my custom mat tile seamlessly?
Do I need a plugin for PSP? If so which one?

Dont know about PSP but for PS there is an offset filter which lets you offset your texture so it wraps around and you can merge the seams. Heres a good online tutorial for this http://www.3drender.com/light/EqTutorial/tiling.htm
