What is the program used in the resizeing tutorial for Jedi Outcast to open the .pk3 file?

PK3's are just renamed ZIP files. Either rename them and use WinZip or pop across to www.eliteforcefiles.com and download PAKSCAPE.

You don't have to rename the pk3 to zip to open it in winzip, when you are selecting a file to open in WinZip, go down to file types and select 'All Files' and then open the pk3.
