How would you make a bright outdoor type level or use light emitting surfaces?

I think you're refering to how make a skybox light up an outdoor area, right? If so, just use a skybox from the skies.shader file that uses light. Examples of light emitting skies are the kejim_light and the artus_light shaders. Any sky shader that has a "sun" parmeter in it will emit light from the sky.

Just use a shader that gives off light. You'll have to discover for yourself which shaders in Jedi Outcast gives off lights. Just remember that light emitting textures are always shaders. Examples of light emitting shaders is the "flatwhite" shader.
