What program would I use to edit the animation file.

Unfortunatly, at this time, the only programs you can use for making new animations are Softimage|XSI, I think you need version 1.5.x at least, I've heard that Raven used 2.x, but I've heard that 2.x doesn't work. I have no idea about 3.x.

If all you want to do is switch animations around, use your favorite text editor and edit the animation.cfg files for whatever models.
