Hi,
I was just wondering if someone could A. recommend or tell me about a JA custom skinning program or B. give me instructions on how to custom skin without a program.

There is no custom skinning program (that I know of). You just need an art program like Photoshop, GIMP, etc.

There is a tutorial about skinning in one of the Editing Tools .zips released by Raven.
