What would be the best, least resource and time-intensive way to make or simulate a large moving crowd of people in JA? Is there a way other than spawning a lot of NPCs?

Well, are you going to interact with this crowd? Like be able to go through them?

Or are they at a distance away?

Well, preferably both. A crowd that's just for looks and another crowd that the player enters and goes through.

Well, if you are going to get up-close-and-personal with the crowd, NPCs are the way to go.
