Can some1 tell me what is the program for skinning?

To edit textures and/or create my own I use nothing but Photoshop 7.0 ;)
And if I want to see how it looks on the model, I use Modview. This program is downloadable on the Jedi Academy SDK.
Go to http://jk3files.filefront.com to download it. And search for Modeling Kit.

I have no experience in creating models, so I can't help you there, but there is ought to be a tool somewhere in the JA MP SDK, which is also downloadable on the link I gave you ;)

You can use any good modeling program if you got the right export plugins. 3d Max, Maya, etc.

There aren't any real good free ones (Blender?) but I assume you can get a hold of commercial ones if you use the internet right.
