Senator Palpatine becomes Lord Sidious. Anakin Skywalker becomes Darth Vader. Lord Tyrannus becomes Count Dooku.

By what means do these dark side converts come up with their new titles?

I'm pretty sure it's as simple as it looks. Darth Sidious = insidious, Darth Vader = Invader, Darth Tyrannus = tyranny (sp?), Darth Maul = mal(ign)(evolent) etc.

Vader means father in Dutch. Darth means dark. Dark Father = Darth Vader

Still voting on the good descriptions for Sidious and Tyrannus from earlier.

Maul? Come on, Mauling someone/something is brutal.

They're all Darths, they were just being called Lord.. because. like in Episode 1, for example Obi-wan calls Qui-gon "Master" a good few times, and Qui-gon isn't a Jedi Master yet.

And I believe Dooku is his real name, If I'm not mistaken, Syphodius was who he was impersonating when he went to talk to the kaminoians or whatever, but I may be wrong there [Count Dooku was the name he was using (be it his real name or not) because if he were running around under the name of "Darth Tyranus", the Jedi would know he was a Sith. The title "Darth" has been around since before the Sith war (though how canon that is I'm not entirely sure.) So, It's Darth Sidious, Darth Tyranus, Darth Vader, Darth Maul, etc.

***POSSIBLE (MINOR) EPIII SPOILER***

I've also heard that EpIII will explain what the title of "Darth" means, and how one goes about achieving it. though I'm not sure how accurate this is, because I try to stay away from spoilers and such

Darth Vader was called Darth Vader long before he was anybody's father. The Dutch translation is just a terrible coincidence.

The "lord" title has to do with the original title "Dark Lord of the Sith." The symbolism I see is that you don't become a Master of the dark side, you become a "Lord" over it; possibly a reference to the arrogance involved. If they could truly gain lordship over it, or even master it, it would not warp them so, as it does Palpatine. It controls them entirely, they need it, without it they'd be nothing, they took the easy path due to a lack of control. And they never realize it.

Darth Bane supposedly lent his name to his successor when he founded his secret order.

Of course GL has the final say, but if he changes it it better be way better.

... That was my point. People called Vader "Lord Vader" in the original trilogy because he was, well, their Lord. It wasn't his title, it was just what he was called. Same with Lord Sidious, Lord Tyranus, etc.

In the Star Wars universe, yes. But his name was made Darth Vader intentionally by Lucas.

No, I'm talking about the original draft of the first star wars script. Darth Vader was just some high ranking general. He was nobody's father. George Lucas liked the name, not because of it's real meaning.
