Sweet justice. I don't think they even need to really charge him. The dead puppies' brothers and sisters got sweet vengeance themselves. :)

It amazes me that there's no laws against such a thing here (aside from firing a firearm within a city). There was a man to the north of where I lived who hacked living puppies to bits with an axe in a public park, and was only ticketed for "littering" when he failed to clean up all of the remains.
