I've never understood why I can view Arabic (that is Arabic, right?) characters in Windows, when I don't speak Arabic, never will speak Arabic, and never told Windows to install Arabic. Same for Russian characters. Just think about all the wasted disk space, and all the wasted code to display those characters that I can't read.
