For some reason my soundcard drivers in windows XP don't allow me to tweak treble/bass on my sound card. (it worked fine on '98)

Is there such a thing as an external program that would do something similar? - that is, amplify bass on all emitted sounds, regardless of what app they're coming from?

Yes.. A subwoofer.. If you want to have a lot of bass on your speakers

A. You're not going to get it.

B. You might end up blowing your speakers.

C. It'll sound like crap.

if you want to artificially boost your bass, try the enhancer plugin for winamp.

There are some bass-enhancing presets in there, among other things. My favourite is "inside the music." However, i change the ambiance setting to 2 instead of 5 for that option.
