Over here (England) you have to be 18 to not have a parent present. I actually got ID'd when I got my last piercing (20) and I didn't have any...eventually talked them round though.

A piercing like that generally costs in the way of £20-£30 over here, not sure what your prices are like. Make sure you go with somewhere reputable.
