It then states: The accused commits criminal sexual abuse if he or she commits an act of sexual penetration or sexual conduct with a victim who was at least 13 years of age but under 17 years of age and the accused was less than 5 years older than the victim.
It's the same as it is here in washington, in that particular respect. A 17 year old can have sex with people <=22 years of age. They have both court cases proving this fact, as well as the document "Criminal Code of 1961 720 ILCS 5/" stating this in writing. But, unlike washington, a 13 year old can legally have sex with an 18 year old as well. Honestly, in this day and age, I don't think 99% of 13-15 year olds are going to be mature enough to make that decision for themselves. Sure, a long time ago it was normal, but now there's rampant STDs and a growing teen-pregnancy problem (coupled with overpopulation). Hell, 16 may be too early for alot of people, but at that point it's hard to keep saying "no, you're too immature" and have them buy it. As long as Sex-Ed programs are still around, though, I guess we'll have to make it work.
