... It looks like Gordon Freeman has been dropping acid again:

Please explain. The psychodelic effects seem to be confined to this area, the rest of the textures appear unaffected. What could be causing this and how do I fix it?

Question: Do you have an ATI card?

If so, get the latest catalyst drivers.

I have an Visiontek Xtasy card with a Radeon 9200.

Try updating your drivers. That probably will fix it. ATI issued new drivers "especially for hl2"

That used to happen with me in JK, back when I had an ATI Rage Pro.

I only get psychodelic colors in games when I push my video card core/mem clocks past their limits.

The exact same thing happened to my GeForce 2, Page. I just exited the game, rebooted, loaded up HL2 again, and I've never seen it happen since.

Try uninstalling and Reinstalling HL2.. the Steam Cache files may have gotten borked.

I've seen posts about this stuff on the Steam forums. You need to get the latest Catalyst beta. 6.12 beta or something .12 beta I think. I didn't pay too much attention, I have a GeForce.
