I don't know much about this stuff, but one of the mods might look into trying to fix that, cause the LEC people might get upset about that. Kind of a weird bug. :p

A. Not a bug. It's how frames work.
B. LEC couldn't care less.
C. Changed it so it doesn't happen anyway.

Well, _blank would be used if you want to open it in a new window - but it looks more like _parent was the intended target.

Actually, you all got it wrong, although Wolfy's method would probably work in this case.

It was target="_top", which sets it to the very highest level, aka, that window.

target="_parent" just goes up one frameset. In this case, it would work, since there is only one frameset. But theoretically, if you had multiples, it would only go up one level.

target="_blank" or "_new" creates a new window.
