My theory on this:
1. Laughter is an action, an expression of joy. It cannot have victory over anything.
2. A dogma is something held as an established opinion or belief: a philosophical tenet. You cannot have victory over dogmas, you can only exchange one dogma for another.
3. Technological progress means increasing our control over our surroundings by means of our inventions. Societal progress means improving the comfort and standard of living for humankind. Philosophical progress means developing a more accurate view of the universe and existence, exchanging faulty dogmas for accurate ones.
In conclusion, I am not entirely certain what that quote means. It seems to be some sort of garbled attack on religion or possibly philosophy, but it may also be some sort of extremely subtle satire, in which case, I have missed the point entirely.
