My parents used to have to keep my sister on a leash when we were in public. She would wander off the first chance she got.

I'm pretty sure my parents used them on both my brother and I when we were about 2 (i'm now 19, he's now 22). It's just to stop children wandering off, they stop getting used waaayy before kindergarten.

I used to have one of those so I wouldn't run away from my mommy when we went out for walks. I gave it to my girlfriend a while back. :P

My mom told me a story about how when i was 2 or something, she was at my school talking to my teacher (some kind of open-house thing) and I escaped and made my way back home.
