I'm looking for a video program that will take a clip and output it to an Adobe Filmstrip file (.flm) with the correct number of frames. I have a digital camera that outputs an odd framerate (13.something fps) and that often is inconsistent. Premiere only lets you select a framerate from a dropdown list. :(

Premiere will let you do that, but it'll probably drop the decimal, because how the hell do you create .43 of a frame? :p

Just go to File>Open>thevideo.avi (or whatev)

Then go to file>export>movie>settings>change the type from AVI to Filmstrip, and export.

You do not need to make a project for it.

IF for some reason that does not work, use Virtualdub, and adjust the framerate to something like 15. Or get a better camera :p

Because only .43 of a frame would pass in a second. Multiplying the number of frames by the total exact time should give you a number of frames w/o a decimal. Like 15.43 fps for about 1.94426 seconds is 30 frames (roughly).

But premiere seems to blend and/or copy frames at 15 fps, so I have objects in motion looking really transparent, or I'll have two frames that are exactly the same. I've tried 12 fps before, and it (obviously) drops frames, making the video look jumpy. I can't find a way to get it exactly the same.
