England. The age laws here are messed up though, iirc, it's not illegal for people under 16 to smoke but it's illegal for people under 16 to buy cigarettes. The same with alcohol, only the age is 18.

Legal point of interest: In the USA (which I assume by your 18-to-drink comment you are not a resident thereof), you actually reach the age of majority the day before your 18th birthday.

It has to do with how the law doesn't recognize fractions of a day, so on the birthday you are considered 18 and 1 day old (you are 18 at midnight, and every second after that is a second older than 18, so the law just rounds up and says you were 18 the day before- I don't get it either).
