I think he's trying to make fun of alpha's mispelling of the word "from"(form)...

So he is implying that he is authorizing somebody to "form" a secret weapon of doom... or something like that

now that you say it, it looks like a wargame scene set up but taken in blackand white and blurred a bit to hide the fact the background is a wall, and the people in front are photoshopped in.

on a special feature thing it shows how lucas took footage from old fighter plane footage, cut it together and gave it to his crew as an outline for the luke/han tie shooting scene. might have been a clip of that?
