Um... it's just a blind burn victim who's hair is recovering. That may LOOK odd, but it honestly isn't that rare. My friend works at an animal shelter for deseased and trauma pets, and that isn't all that rare. That dog just happens to be the right color for it to look rather gross. If it can grow back more hair, it'll probably look find. And by the way, that's also a very good picture. He's biting his foot so he's pulled his teeth back. Else his upper lip is burned off or something.
