I don't see exactly what you're going for here, but try the tracert command in dos.

e.g. tracert **.**.***.***

It'll show you all the hops from your computer to the IP you punch in. So it would probably show your computer, then your router, then your ISP... etc.. until it gets to that IP.

Yep, right on the money.

Running whois on an IP wont give you a name, but it might tell you a city. And in this case, its accurate.
