Doesn't surprise me. At college we supposedly have 2mbit down and 2mbit up for 700 people. Noone uses the upload bandwidth so I ususally get ALL of it when I go to upload something.

Downoad bandwidth is not as good. I get better here at home, even when some moron hasn't figured out how to play WoW over the proxy.
