You can try e-mailing it to... news@massassi.net would be best I guess. Make sure to include the name, description, any author info you want inlcuded in the news item. Don't forget to attach the actual program, along with whatever documentation and other files you made for it.

What kind of programs have you made that you want to submit?

They accept submissions! They're just a little slow in uploading due to certain difficulties.
