You know, you should really redo this, CM. By allowing 1 vote per person, but allowing one person to be voted multiple times. Every massassian is then eligable to be on the balad. Now, if someone has been voted for more than 3 times (Number pending, of course) then the person is on the final balad. This way, you don't have 4000 people on the final balad, you've got 20, or less.
