There is no free flash software, but try getting Adobe Livemotion. it's very beginner-friendly (I still prefer it over Flash MX).
It's technically abandonware (they discontinued it in 2002) so I doubt anyone will care if you warez it if you want to do that sort of thing. It's not like adobe will lose money if you download it or anything, considering they don't even sell it anymore....
