Incorrect.
Example:
A friend of my father's finds a motorcycle in a ditch along the highway a few years afo. It was there three days from when he first found it. So he grabs it.
Was in rough shape, was pretty old, but was good for parts.
After finding more parts on the e-bay, he uses the motorcycle's frame and some other original parts to build a working motorcycle.
He attempts to register it at the MVA. It is reported missing. LUCKILY, all he had to fork over was the frame.
Now, since the statue is a collectable, with production numbers, it more than likely has a certificate of authenticity somewhere. Now, one could technically report the item lost or stolen, using their certificate of authenticity as proof of ownership. Or if it really is of value, a photo of the production number.
In short. He might have unintentionally stole something, because finders keepers hasn't applied to anything since roughly the third grade.
My advice? Stick an add in the paper and see what you can fish up.
