City 17 is a fan made movie, and it's pretty darn nifty.
Judging by the uplad date, I'm pretty sure it's old news, but it's still good news.

Is this the one where the guy runs from the manhack and strider and then wakes up at his computer with HL2 on the screen? Very old news.

Is the CS one you mention where the guy is drinking Mountain Dew and he thinks he sees a glove on his hand, than all of a sudden he's in the game? Old news too. :p

It is like a serious attempt at making an action scene for counter-strike, it's pretty neat
