In music chord, what is the difference between a 7 (say a C7) and a -7 (like a C-7)? Like what would and would not be flatted in those two?

C7 has a B-flat.

C7 is with a flatted B. Cmaj7 is with a natural B.

I've never seen C-7 before, but I would assume that it is popular jazz notation for C7.

The way I read it (being a classical musician) is that C7 ought to have the notes C, E, G, and B natural, and C-7 has B flat instead of B natural. But, then, that's applying my knowledge of classical music theory where it probably isn't applicable.
