I need to know if a free Frontpage style program exists.

Frontpage is icky. Learn to code with text pad and firefox. if you have firefox you can get the Web Dev toolbar and it will help you live edit your css

Frontpage Express is free I think.

Otherwise, look if there is something in the OpenOffice suite (google open office)

Yes its VERY very handy.

You can even disable CSS on websites which is a ton of fun i think.

Is it just me, or does Tiberium ask a lot of questions a simple google search would fix?

I use my hex editor when I need it, like for slicing and stuff, not for text files :p

I'll recommend Crimson like I also do (go to download.com and search "Crimson Editor")

note that it's a text editor, not a wysiwyg
