Skinning in GTA

I need a program that allows me to edit the NPC skins for GTA:Vice City or GTA:III. I gave been looking on Google for a while but I haven't found anything. But I knew Massassi could help me! So here I am at your mercy.

If I remember right, all you need is Photoshop. The skins are in one of the folders, easy of access.

At least thats what I remember from skinning it, 3 years ago...

it's been ages since i've modded GTA games. But you need to extract the relevant files from the gta3.img file using a tool (cant remember of the name of it) then convert them into a usable format, then you can edit it in whatever image editor you want.

The tool to edit the img file is conviniently named ImgTool :p

Thanks! As far as I can tell, it works but I can't find out where the files I want to edit are located.

The best way to learn that kind of info is to download existing mods of similar type, then see what they edit.
