'Specialist' is a component of a noun phrase. Succinctness is not relevant, and I never phrased it like that in the first place. Verb negation requires a subject or object, so it should be 'does one not'. The use of the indefinite third person pronoun is not necessary. That is a spectacularly split infinitive and a broken auxiliary; it should be '... first have to be ...' or '...have to be first...'.
