I actually find Joe the best. Mainly for his random shouts of "LETS DO THIS!!!!!!!" or some of the other lines. And the episode in Season 3 where Peter has the chopper and crashes into Joe's yard he and freaks out...

Quagmire and Adam West are that top of my list but since Adam wasn't there I had to vote Quagmire. Those two are followed by Joe and the evil monkey. I liked it when Chris joined the Peace Corps. and made the evil monkey cry.
