I recently applied some touch up paint to some small highway-rock chips, and now i need to buff it... anyone know the best way to do this without doing more damage, as well as not using one of those spinning machines.

A clean cloth of some sort. A towel should work fine.

I would think a chamois would work better, though.

I tried a towel and a cleaning cloth... no effect.

Try using a little clear finger nail polish, and while its still wet, buff it down with a chamoise (sp?) That should help match the clear coat.
