If you choose not to decide, you made the choice to not decide. Therefore a choice has still been made, albeit a choice that may not have been wanted.

The matter at hand is, was a decision made?

I think so, because to make a choice, is to decide something... therefore you actually did decide.... Therefore you didn't actually choose not to decide, you decided to pick an option that was not wanted, or would not be cared for.

... Or something like that.
