I keep Steam running all the time. Even if I didn't, it wouldn't take 15 minutes *shrugs*.
1. Yes. The game will be immediately downloadable and playable, even before your card is validated or charged. If there is a problem with the purchase, your access to the game will be revoked and you will have to reorder with correct information.
2. Preload links are given on a timely basis, usually before the release of a major title (IE HL2, HL2EP1), in which case links are easy to find on the main Steam page. Preloads may also automatically occur when downloading demos for certain games where all registered content is included, but only unlocked when bought (ie Defcon, Rag Doll Kung Fu).
3. Yes, all prices are in USD. I find Google is useful for quick conversions to other currencies.
Right click problematic games and click Properties, Local Files tab, Verify integrity button, and let it work.
Also be sure you have the latest stable drivers for your video card.
If you still have problems, delete Steam\SteamApps\<username>\half-life 2 folder. This will force Steam to reinstall the game (you still have it downloaded) when you relaunch HL2. Just make sure to back up your saves (\half-life 2\saves) first.
When all else fails, you could try Steam's SUPPORT PAGE. You know. Just a random idea that just came to me.

Mine did that to me once. It was a bit odd... it only happened once though. If you get it quite frequently, try deleting your ClientRegistry.blob and relaunching Steam. Steam'll be forced to generate a new one with default settings.
You probably take good care of it. Also you might not run many other programs... Steam would start up blazing fast if it was the only thing I had running on boot, but I have a bunch of other apps launching at the same time as well.
Steam takes a minute or two to shut down after the window closes. Be patient before trying to run it again.
I find the interface pleasant. Better than Steam v2 definitely. I usually keep the main window in "mini" mode, full height, docked on the right. Then I close it and call it up with the system tray icon whenever I want it.
