If it is then I wonder why Norton would let it connect to the internet and then ask if it's allowed to.

I normally have my firewall configured to deny access to IE

Whenever I update Firefox, Norton has to reset its rule for Firefox.

Most firewalls allow programs based on not just the filename, but also a hash of the program itself. This means if the program changes (ie it's updated) you'll be reprompted. This is a Good Thing (TM) because if a virus infects the program, you will also be reprompted.
