It's "I couldn't care less." "I could care less" means you actually do care.

While yes, "I couldn't care less" is indeed the correct grammatical form, "I could care less" is a phrase that's often said (or meant to be said) in a sarcastic tone. I often say "I could care less" in sarcasm myself.

And for the second to the last one:

"It's" is short for "It is" and "Its" means "belonging to it."

I'll admit I often get this mixed up and often find myself using "it's" regardless of whether its correct or not. I'll try harder to remember the correct ones

"I could care less" is an idiom meaning "I couldn't care less."

Effect can be a verb and affect can be a noun.
