Can you burn cds with dvd +/-RW drives?

You should be able to. Depends on the drive. 99% of the DVD drives can burn CDs.

If you read real reviews on various drives, you will often see that a drive that burns dvdrs with an excellent quality may burn cdrs with much lower proficiency. Some strange drives may even have the contrary true... So, it always pays off to read real reviews before selecting the mark and the model (and believe me, there can be huge differences between the models of the same manufacturer).

Is the RW for rewritable? I need to find some of those. All mine are read-only DVD's

It's not a hugely important issue to me... if I have any problems, I'll just purchase a stand-alone cd-burner. They can't be that expensive these days.

I think they'll be hard to find by the time you decide to buy a CD-burner.

Well, I rarely burn any cds these days, anyway, so it wasn't such a huge issue for me, either. So, I mainly studied the dvdr+- burn tests before choosing a drive (I have a dvd-rom drive with rather excellent reading capabilities, so reading wasn't an issue).

Still, it kind of pisses me off that my new DVD-RW drive burns less compatible audio cds than my old drive used to (using the same media). But that just underlines what I said earlier.
