Have you tried pulling the PLED connector off and then rotating the PWRSW connector so that the colored wire is where they say ground should go?

Front panels are a pain. I just flip crap around until I can get the computer turned on via switch and then with it on adjust the LEDs as needed.

if you need to check the power supply and/or motherboard just get a paperclip or screwdriver and connect the pins needed to power on the system.

make you have something non-conductive to hold the paperclip if you use that.

Oh Damn, I hated getting that right on my rig.

I usually read the manual and tried to figure out as best I could what goes where, but I always end up just moving the plugs around randomly until I get it right.

Connect green to ground (black).

Won't matter, it's only a signal line, you'd be hard pressed to hurt yourself.

Just making sure, don't want to be the cause of frying someone's brain out in the case of bad wiring :P

but yeah, in theory you should be fine to do it without any form of insulation.

Or just do it with a flathead screwdriver like I always have, and avoid the possibility altogether. :p

We, or at least I, were referring to testing the power supply itself separate from the board.
